Today the Data Regulation & Innovation Initiative is publishing its Charter and opening this site as the public home for its work. The Charter sets out the case for a shift in how data is governed: from data protection as restriction to data stewardship as responsible enablement.
The initiative is a working group, not an institution. It brings together scholars, former regulators, and practitioners from multiple jurisdictions. Our core proposition is that the next decade of data law should be measured by outcomes for people, not by formal compliance with rules written for an earlier moment of the internet.
